How to combine images into a PDF that stays readable

Plan image order, page orientation and file size before converting JPG, PNG or phone photos into one PDF for an upload form.

Combining photos into a PDF changes their container, not necessarily their size or quality. A PDF made from large scans can be larger than the originals. Start by checking the portal's maximum bytes, page limit and accepted document type.

Prepare the images before conversion

Keep originals and remove accidental duplicates. Check each image's orientation and crop empty borders only when the document remains complete. For multi-page evidence, keep front/back pairs and related pages together. Do not crop away identifiers or notes the recipient needs.

Convert and review

  1. Open images to PDF and add your images.
  2. Put files in the intended order before processing; if your input-selection order is uncertain, rename copies with 01, 02, 03 prefixes and verify the result rather than assuming the operating system's order.
  3. Choose the page layout options offered by the tool and run the conversion.
  4. Open the downloaded PDF and inspect the first, last and any unusually shaped pages.
  5. Compare the resulting page count and byte size with the upload rules.

Portrait photos placed on landscape pages can acquire large margins. Fitting the whole image preserves content but may make text small; filling the page can crop it. Read the selected layout's behavior before applying it to a document.

If the PDF is still too large

Try PDF compression, keeping an eye on small text. If the destination allows fewer pages, remove irrelevant pages with page selection. Otherwise reduce excessive source-image dimensions and regenerate from the originals.

Converting a screenshot of a document to PDF does not make its text searchable or editable. This tool does not promise OCR, accessibility remediation or acceptance by a particular institution.
